The rules

How it works

Every rule on one page. The engine enforces the same numbers; nothing here depends on trust beyond what the honest limits say.

01Every coin is a city

VICE CITY wraps pump.fun. Every coin founded here is a city, and every wallet that holds it is an NPC living there. A census counts the holders every 5 minutes. The bigger an NPC's bag, the better its ride. As the population grows, new districts open, and each one breaks ground: the city's own fee vault, city hall, buys the coin back and burns it.

02Founding a city

The mayor (the creator) founds a normal pump.fun coin from their own wallet. VICE CITY builds two transactions and the wallet signs both: the coin with an optional opening buy, then the on-chain fee sharing that splits pump.fun creator fees. VICE CITY never holds the mayor's keys.

City hall
60%

Default; at least 40%. Pays for groundbreakings.

The mayor
30%

The rest, at most 50%. Paid to the mayor's wallet.

VICE CITY
10%

Fixed. Plus a launch fee on mainnet.

The launch fee is 0.03 SOL on mainnet. The mayor also seeds city hall with 0.01 SOL for rent and keeper fees.

03The census

Every 5 minutes the worker reads every token account of the coin from chain in one streamed, size-capped request. Accounts of the same wallet are merged, empty ones dropped. The bonding curve, the pool and city hall are buildings, not NPCs. Each wallet that remains is one NPC.

The census compares the new count with the last one and writes the city feed: who arrived (by bus, or in a better ride when the first buy was big), who upgraded or traded down, who sold out and left in a moving truck, and who became the new kingpin, the biggest holder.

04Rides

An NPC's share of the coin's supply sets its ride. Burned tokens leave the supply, so every groundbreaking nudges every remaining NPC up a little.

On footbelow 0.05% of supply
Bike0.05% of supply and up
Scooter0.1% of supply and up
Hatchback0.25% of supply and up
Sedan0.5% of supply and up
Sports car1% of supply and up
Limo2% of supply and up
Helicopter4% of supply and up

05Districts

Every city starts as Town Square, with city hall on the plaza. Population milestones open six more districts, in order. A district stays open once its milestone was reached, even if people later leave.

Main Street50 NPCs

Shopfronts, a diner and the bus stop where new NPCs arrive.

Beachfront150 NPCs

Sand, a boardwalk and palm trees along the water.

Downtown300 NPCs

Office towers and the first real traffic.

Docks600 NPCs

Cranes, containers and a working harbor.

Airport1,000 NPCs

A runway at the edge of town. The helipad gets busy.

Skyline2,500 NPCs

Glass supertalls. The city is visible from orbit.

06Groundbreakings

Each district unlock triggers one groundbreaking. City hall buys the coin on its curve or pool and burns every token it bought. Sizes by milestone are 3% (Main Street), 4% (Beachfront), 5% (Downtown), 6% (Docks), 8% (Airport), 10% (Skyline) of city hall's spendable balance, each capped at 1.5 SOL.

  • Once per district per city. Re-running a census never schedules a second one.
  • One at a time per city, in district order.
  • If city hall is empty, it waits for creator fees and runs when they arrive.
  • On mainnet an operator reviews each groundbreaking before it is sent. Called-off ones leave the SOL in city hall.
  • Every buy and burn carries a memo and is public on chain.

07City hall

City hall is a per-city vault held by the VICE CITY keeper in v1: one encrypted key per city, capped transactions, an execution switch (off, review, auto) and every transaction public. 0.01 SOL always stays in it for rent and fees. The keeper also cranks pump.fun's permissionless creator-fee distribution so fees actually land.

08CONDEMNED

pump.fun lets a coin's creator edit fee shares. A watcher re-reads the split every few minutes. If city hall's share is cut, the city is marked CONDEMNED on every page, with the transaction that did it. It is detection only: nobody can stop a mayor from doing it, but everyone can see it. Restoring the share clears the flag.

09Ghost towns and moving trucks

A city with no buys for 7 days is a ghost town: its lights dim on the skyline until buyers come back. When an NPC sells its whole bag, a moving truck takes it out of town and the feed says so.

10Find your NPC

Your NPC's name, look, job and preferred district come from a hash of your public address, nothing else. The same wallet is the same NPC in every city and on every device. Rides and ranks differ per city. Share cards show the ride and the rank, never a balance. It is for fun: an NPC says nothing about the person behind a wallet.

11Census any coin

Paste any pump.fun mint and see the city it would be, read-only: population, rides, the districts it would have open and its biggest holders as NPCs. Nothing is stored and there is no city hall.

12Honest limits

  • City hall is custodial in v1: the keeper holds each city's vault key. Transactions are capped, gated and public.
  • The census runs every 5 minutes, so the city lags the chain by up to that much.
  • One census reads up to about 30,000 token accounts. Past that a city keeps its last count and says so.
  • A holder is a wallet. One person with five wallets is five NPCs; a program-owned account other than the curve and pool counts as an NPC too.
  • Nothing here promises any value. Memecoins can go to zero.
  • Not affiliated with pump.fun or any game publisher.
